is continental shelf and continental slope?

Answer:
continental shelf: a broad, relatively shallow submarine terrace of continental crust forming the edge of a continental landmass. The geology of continental shelves is often similar to that of the adjacent exposed portion of the continent, and most shelves have a gently rolling topography called ridge and swale. Continental shelves make up about 8 percent of the entire area covered by oceans.
Continental slope:
The continental slope connects the continental shelf and the oceanic crust. It begins at the continental shelf break, or where the bottom sharply drops off into a seep slope. It usually begins at 430 feet

Mechanism outside parliamentary procedure:

Committees appointed by parliament: the estimates committee exercises PRE-Budgetary control and examines the fresh demands of grants only. It examines whether the estimates are correct or not. The economy and efficiency of proposal and give recommendations to prevent the wrong in future.it is an effective deterrent because of the fear that somebody is checking the estimates.
Public accounts committee is for post budgetary control. Offers the expenditure has been done.it examines whether the money was spent under the proper head. Whether the money was legally available to the person who spent it. Whether the money is spent with due economy, efficiency and wisdom. And whether the rules and regulations are observed or not. It's is main function is to examine controller and auditor general reports. Committee on public undertaking (CoPU) examines the functioning and expenditure of public sector undertaking.
